
Members of the Port Jervis City Police Department and the Orange County Sheriff’s Office
Members of the Port Jervis City Police Department and the Orange County Sheriff’s Office Special Operations Group executed a Port Jervis City Court Ordered “No Knock” Search Warrant at an apartment located at the Sutton Garden Apartments, 103 Ryan Street Apartment C-1- during early hours of March 14th.
The Search warrant execution was based upon an undercover investigation conducted by City Police Detectives into the illicit sales of heroin in the City of Port Jervis over the past six weeks.
Information learned during the investigation revealed that Darren Biccum, age 34, and Carolle Ruzanski, age 27, were selling large quantities of heroin, typically packaged in “bricks” consisting of 50 individual bags of heroin to other dealers in the City of Port Jervis.
Police investigation learned that the defendants were allegedly distributing on average, 20-30 bricks of heroin per week, in the City of Port Jervis, which they were obtaining from a source in the State of Pennsylvania and Paterson, NJ.
Police conducted a search of the couple’s apartment which yielded the following:
- 886 individual decks containing heroin.
- Approximately 1/8th an ounce of powder cocaine
- Assorted Prescription Schedule 2, 3, and 4 pills

Charges
Ruzanski:
- Criminal Possession of Controlled Substance 3rd degree 2 ct
- Criminal Possession of a Controlled Substance 3rd Degree with intent to sell. 1 ct
- Criminal Possession of a controlled substance in the 7th degree: 5
counts
Biccum:
- Criminal Possession of Controlled Substance 3rd degree 1 ct
- Criminal Possession of a Controlled Substance 3rd Degree with intent to sell. 1 ct
- Criminal Possession of a controlled substance in the 7th degree: 5 counts
Both defendants were arraigned in City Court and remanded to Orange County Jail in lieu of $50,000 bail pending further court action:
