Deceased Infant Found in Vacant Lot

On 12 November 2019 at approximately 10:27 pm, Port Jervis City Police Officers responded to a vacant lot located at 39 Orange Street at the intersection with Hornbeck Avenue in the City’s Third Ward, for a report of a deceased infant observed lying on the ground inside the vacant lot. Officers responded to the scene and located the deceased infant who appeared to have been born recently with an umbilical cord still attached.
Based upon circumstances and information encountered at the scene, officers sealed off the scene as a crime scene and the scene was forensically processed.
Port Jervis City Police Detectives with the assistance of investigators with the New York State Police Forensic Identification Unit, Orange County District Attorney’s Office, Orange County Child Protective Services and Orange County Medical Examiner’s Office are continuing to prioritize this investigation thorough investigation to attempt to ascertain the facts and circumstances that occurred prior to, and leading up to, the infant’s death.
An autopsy was performed by the Office of the Orange County Medical Examiner and police and prosecutors are currently awaiting the results of several tests performed at the autopsy that have been sent for laboratory analysis. These specific test results are not expected to be available for review by the investigative team until potentially late December.
