Undercover investigation results in the arrests of suspects charged with trafficking heroin and crack cocaine

A several month long investigation into the illicit sales of the narcotic drugs heroin and crack cocaine in the City of Port Jervis and Town of Deerpark conducted the Port Jervis City Police Department in partnership with the Town of Deerpark Police, Orange County Sheriff’s Office Special Operations Group, Orange County District Attorney’s Office, New York State Police and the FBI Hudson Valley Safe Streets Task Force resulted in the following arrests:

Keime PorterFebruary 19, 2019:

Keime Porter, age 20, of Patterson New Jersey was charged with two counts of Criminal Possession of a Controlled Substance in the 3rd Degree (With Intent to Sell), one count of Criminal Possession of a Controlled substance in the Third Degree (B Felony), two counts of Criminal of Criminal Possession of a Controlled Substance in the 4th Degree (Class C Felonies) and Criminal use of Drug Paraphernalia in the 2nd Degree.  Police recovered 300 bags of heroin and five grams of crack cocaine at the time of this arrest.  The defendant was arraigned in City Court and sent to Orange County jail in lieu of $15,000 bail pending further court appearances.

 

Ilyanette CrespoFebruary 23, 2019:

Ilyanette Crespo, age 26, of 6 Sullivan Avenue, Port Jervis, was charged with four counts each Criminal Possession of a Controlled Substance in the third Degree with Intent to Sell and Criminal Sale of a Controlled Substance in the Third Degree, both class B felonies.  The defendant was arrested in the vicinity of the Metro North Train Platform located on Pike Street in the City of Port Jervis and is alleged to have sold the narcotic drug heroin in the City of Port Jervis.   The defendant was arraigned in Port Jervis City Court and remanded to Orange County jail in Lieu of $50,000.00 bail pending further court appearances.
Justin Paduani, age 26, of 6 Sullivan Avenue, Port Jervis, was charged with one count of Criminal Possession of a Controlled Substance in the third Degree with Intent to Sell and Criminal Sale of a Controlled Substance in the Third Degree, both class B felonies. The defendant was arrested in the vicinity of the Metro North Train Platform located on Pike Street in the City of Port Jervis and is alleged to have sold the narcotic drug heroin in the City of Port Jervis.  The defendant was arraigned in city Court and remanded to Orange County Jail in lieu of $50,000.00 bail pending further court appearances.

 

Omar Latimore

March 4, 2019

Omar Latimore, age 35, of 48 Hudson Street, Port Jervis, was charged with Criminal Possession of a Controlled Substance in the 3rd Degree “with intent to sell”, a class B felony, and Criminal Possession of a Controlled Substance in the 4thDegree, a class C felony.  The defendant was arrested on Hudson Street in the City of Port Jervis.  Police recovered 8 grams of crack cocaine at the time of his arrest.  The defendant was arraigned in City Court and remanded to Orange County jail in lieu of $100,000 bail pending further court appearances.

 

 

Ralph Mann

March 6, 2019

Ralph Mann, age 32, of 37 Yulan-Barryville Road, Barryville, NY, and Dawn Bohm, age 33, of 14 West Street, Port Jervis, were arrested in the area of Kingston Avenue and West Street in the City of Port Jervis and charged with Criminal Possession of a Controlled Substance in the 3rd Degree, “with intent to sell” a class B felony.  The arrest occurred during a surveillance operation in the area of West Street and Kingston Avenue in the City of Port Jervis in response to complaints of narcotics activity.    47 decks of heroin were recovered by police at the time of this arrest. The defendants were arraigned in City Court and remanded to Orange County Jail in lieu of $25,000 bail each pending further court appearances.

 

Jose Cruz

March 7, 2019

Jose Cruz, age 37, of 23 East Broome Street, Port Jervis, was arrested on Ridge Avenue in the City of Port Jervis NY and was charged with two counts of Criminal Possession of a Controlled Substance in the Third Degree with intent to sell, a class B Felony, one Count of Criminal Possession of a Controlled Substance in the Third Degree, a class B Felony, Tampering with Physical Evidence, a Class E Felony, Criminally using Drug Paraphernalia in the Second Degree and Resisting Arrest, Class A Misdemeanors.  The defendant was arrested in the area of Fowler Street and Ridge Avenue during a surveillance operation and was apprehended by officers after a foot chase.  31.8 grams of raw heroin, 220 individual decks of pre-packaged heroin and packaging material was recovered at the time of this arrest.  The defendant was additionally charged with a violation of New York State Parole.  The defendant was arraigned in City Court and remanded to Orange County jail in lieu of $50,000 bail pending further court appearance.

Orange County District Attorney David Hoovler stated “these arrests demonstrate a clear increase in the production and illicit trafficking of heroin being experienced over the past couple of months”.
Port Jervis Mayor Kelly Decker stated “I am very proud of the efforts of our police officers, their partners in law enforcement and the support of our community in identifying, arresting and prosecuting those responsible for selling narcotics in our City”.
