Port Jervis Police Arrest Four Men on Various Sex Crime Charges

Kerry Sauer, age 56, of Port Jervis, New York, was arrested on September 4, 2019 by Port Jervis City Police Detectives and charged with the following felony and misdemeanor offenses:

  • 235.22 PL – Disseminating Indecent Materials to Minors in the 1st Degree – Class D Felony- 1 count.
  • 235.21 PL – Disseminating Indecent Materials to Minors in the 2nd Degree – Class E Felony- 1 count.
  • 215.40 PL -Tampering with Physical Evidence – Class E Felony- 1 count.
  • 260.10-1 PL – Endangering the Welfare of a Child – Class A misdemeanor – 3 counts.

The arrest was the result of an investigation into a suspicious vehicle parked in the parking lot of a closed business after hours conducted by the Port Jervis City Police Department. The defendant was located with a 13-year-old male victim whom he met online using a phone application called Grindr.

The defendant was arraigned by the Hon. Judge Matthew Witherow, Port Jervis City Court Judge, and remanded to Orange Jail in lieu of $75,000 cash bail pending further court appearances.

Subsequent to this investigation, Port Jervis City Detectives continued to investigate the case and located three additional suspects regarding separate incidents involving a 13-year-old male victim and charged them as follows:

Jeremy Barrella, age 46, of Belvidere New Jersey was arrested on October 17,2019 by Port Jervis City Police Detectives and charged with the following felony and misdemeanor offenses:

  • 235.22 PL – Disseminating Indecent Materials to Minors in the 1st Degree – Class D Felony- 1 count.
  • 130.40-2 PL – Criminal Sexual Act in the 2nd Degree – Class D Felony – 2 counts
  • 260.10-1 PL – Endangering the Welfare of a Child – Class A misdemeanor – 1 count

The arrest was the result of an investigation into communication that was made between the defendant and a 13-year-old male victim from the Grindr Application. The defendant was contacted by Detectives using the 13-year-old victims’ phone. The defendant agreed to meet with the victim in the city of Port Jervis at a certain location and time. Once the defendant arrived, he was taken into custody by the Port Jervis City Police Department.

The defendant was arraigned by the Hon. Judge Matthew Witherow, Port Jervis City Court Judge, and remanded to Orange Jail in lieu of $150,000 cash bail pending further court appearances.

John Wells, age 49, of Milford Pennsylvania was arrested on October 17,2019 by Port Jervis City Police Detectives and charged with the following felony and misdemeanor offenses:

  • 235.22 PL – Disseminating Indecent Materials to Minors in the 1st Degree – Class D Felony- 2 count.
  • 130.40-2 PL – Criminal Sexual Act in the 2nd Degree – Class D Felony – 2 counts
  • 230.12 PL-Aggravated Patronizing a minor 2nd Degree-Class D Felony-1 count
  • 260.10-1 PL – Endangering the Welfare of a Child – Class A misdemeanor – 1 count
  • 230.12 PL-Attempted Aggravated Patronizing a minor 2nd Degree-Class E Felony-1 count
  • 130.40-2 PL – Attempted Criminal Sexual Act in the 2nd Degree – Class E Felony – 1 count

The defendant was contacted by Detectives using the 13-year-old victims’ phone. The defendant agreed to meet with the victim in the city of Port Jervis at a certain location and time. Once the defendant arrived, he was taken into custody by the Port Jervis City Police Department.

The defendant was arraigned by the Hon. Judge Matthew Witherow, Port Jervis City Court Judge, and remanded to Orange Jail in lieu of $100,000 cash bail pending further court appearances.

James Kientopp, age 21, of Sparrowbush New York was arrested on October 17,2019 by Port Jervis City Police Detectives and charged with the following felony and misdemeanor offenses:

  • 235.22 PL – Disseminating Indecent Materials to Minors in the 1st Degree – Class D Felony- 1 count.
  • 130.40-2 PL – Criminal Sexual Act in the 2nd Degree – Class D Felony – 2 counts
  • 260.10-1 PL – Endangering the Welfare of a Child – Class A misdemeanor – 1 count

The arrest was the result of an investigation into communication that was made between the defendant and a 13-year-old male victim from the Grindr Application.

The case is being prosecuted by Orange County District Attorney David Hoovler’s Office.

The defendant was arraigned by the Hon. Judge Matthew Witherow, Port Jervis City Court Judge, and remanded to Orange Jail in lieu of $75,000 cash bail pending further court appearances.

The arrests result from a joint investigation by the Port Jervis City Police Department and the Orange County District Attorney’s Office.
